The foot seeks out the shoe looking for protection and comfort, the same way the student approaches the Guru in search of knowledge, protection, and guidance.
In the Prasna chart, the querist (or the person for whom the question is being asked) sits in the 1st house; the Astrologer sits in the 12th house, the house of moksha, the door to God. Ganesha sits at this door; therefore the Vedic Astrologer represents Ganesha; bringing hope and clearing the way of obstacles. The Astrologer plays a positive roll by opening the door for the querist; the door that will give us the answer through the Prasna chart.

The birth of the question is with the querist’s. It is he who holds the question, but the question may have taken months to be form in the mind. The time and location of the Astrologer becomes more important as the question is brought to him. If the Astrologer uses the querist’s location, then he no longer plays the roll sitting in the 12th house. This does not diminish the querist’s importance. On the contrary, the Vedic Astrologer honors the querist by giving him the opportunity to see God’s door open up for a brief moment to receive the answer to his question. If the querist is sincere in his approach and the conditions are right, then the answer will come from God.

The Prasna chart is drawn for the answer not for the question. Therefore it is the Astrologer’s location that must be used to calculate the Prasna chart. At the crossroads the Vedic Astrologer is the Gatekeeper; he is Ganesha.

I would like to clarify a point regarding the Astrologer’s specific rolls in specific applications. The moment the Astrologer leads towards spirituality, he is Ganesha. Although he is the doorway to God; in Prasna the Jyotishi is like Surya (Sun); in Rasi charts the Jyotishi is like Guru (Jupiter).
The 12th house and D12 are naturally connected. Dwadasamsa (D12) is also called Suryamsa. Varahamihira refers to the Astrologer as a Samvatsara, which means a year (of 12 Sun signs). In Prasna the Samvatsara represents Surya (Sun God) by showing the soul of the querist its path around the zodiac. From this position, the Astrologer understands the three navels of Surya: bhuta (past), vartamana (present), and bhavishya (future). In Prasna these three times are indicated by Navamsa (D9), Rasi (D1), and Drekkana (D3). 
I must add that in Prashna six divisional charts are used: Rasi (present time), Hora (mother), Drekkana (future time), Navamsa (father and past), Dwadasamsa (wife and children), and Trimsamsa (partners).
